Cartoon Network will probably start playing it again one of these days (hopefully). Anyway, the person in the tank is really no one in particular. I just drew Washu's lab in the background and incorporated a bunch of her 'projects/inventions' I thought would be in there. So the girl in the tank is just another one of her wackey experiments.
