Featured art is art that has been specifically selected for any number of things, it could be a piece that was done really well, or has some content matter that separates it from other pieces in some way. (I'm not sure of the criteria for PD specifically). Unless PD does it differently, it may even have something to do with the artist themself.
Edit: Arkillian snuck in and got it, I didn't even know I personally could make one of mine featured. XD

Our random featured art pulls random artwork that users have selected as their featured work.
