Without being too much of an arse(All constructive crit I do seems to be arse-y.), The first thing I noted was that she does have shading on her face where her hair lands, the skin under her outfit seems to have nominal shading in most areas, and none in others.(It could be that the shading is just too light for me to see.)
The area in particular is between the breasts, and with the size of her breasts I kind of expected to see some cleavage since it seemed to me that it would follow the style that you have laid out already.
The other parts are where I'd expect for her outfit to cast a shadow or a deeper because they are not form-fitted - like where her corset/bodice/top's tails fan out.

The shading might be a bit light everywhere except the face, I'll have to look out for that when I'm coloring since I use such a light color for the base. Other than that, I didn't really think of where the darker shadows should be, so I appreciate the feedback.
And, I see I completely missed the final shading layer, right where you said you expected more shadows. I'll have to remember that when I try again!
