The harpia is unable to fly. She never learned how to and such never developed the necessary musculature. She is doing the Tributes not to reach maturity but to pray to the deities and be blessed with flight. Daius has blessed her father Zohar and mother Taka directly, she is in a sense the grandchild of the deity and has inherited immense powers. Her hopes are high that he may listen to her prayers.
