Blond hair- To give the impression of lack of shadow, a light smudge over all the hair , using your eraser to lightly erase out highlights, and lightly stroking the pencil down the hair length in odd places gives the impression of light and depth
Keep the highlights wide or the smudged areas light for a white blond effect- that's what I'd do.
