Actually that's a criminal marking. In the 5D's series people who got arrested will receive a criminal marking somewhere on their face. Multiple markings means multiple arrests. And police officers can track people with criminal markings with a tracker

    Ok, cool, I was curious because one of my main characters has a eye tattoo for reasons yet to be revealed , and I was wondering the significance of the mark Smile
