No-one knows where Chad came from, but given their blank 1000-yard stare, and unchanging happy expression, I don't think they know either.

One day he appeared in front of a wizarding school on the first day of shool. One of the teachers, mistaking him for a student who accidentally transmogrified themself, admitted him into the school. Despite not being able to (or not wanting to?) talk, and looking like they have exactly 2 braincells in their head, they aced all their classes, leaving the students (and most of the teachers) dumbstruck. Finally, someone thought "Hey, wait a minute... Why is this guy not on the registration forms?" and as such, he was promptly kicked out towards the end of the school year.

Now he wanders from place to place, town to town, looking for something fun to do with his newfound magic powers.
