They have done nothing wrong, son.  Rather, they have come to the recognition that the Accord is not the solution for them.  You were born-were, Allistair.  This is as natural to you as breathing.  Not so for the Infected. No matter how much we have normalized our state, these people have had lives torn from them by lycanthropy. There is no known cure for this disease-curse.
But should a cure no matter how it is discovered ever present itself, do not deny it to those who have tried Gannon Phelan's Accord only to fail.  There is no shame in failure. Likewise, there is no shame in wanting a cure, wanting their previous lives returned to them.
They are in pain.  Exercise your compassion.  Show them mercy.
