CHARACTER: Viiris Donlo, Jacko
PROMPT: Jacko offers people candy with an evil intention, such as to weaken their defenses through weight gain. What a villain. Could Viiris see through his plan?! But he adapted and decided to run away with the candy, considering it a new evil: To steal candy not from a child, but of an adult. Again, what a villain.

Viiris is silently marking him as a threat to the public safety for offering sugary goods.

  He's not quick to become physically violent, but he sure likes to let Jacko know that he's pressing public health boundaries in his eyes. Hahah

I was a little bit confused until I read your comment. So sugar was seen as an addictive drug and therefore Viiris is wary of it. The image makes somehow now more sense and is even funnier XD
Hopefully Jacko will never get arrested by Viiris for gifting sweets. I think this would be to cute and sad at the same time

  To the public's eye, Jacko is sweet for gifting candy. Though he DOES have "evil" intentions with it. (It's the funny kind of failure villain) One, that only Viiris recognizes, but in a different way.
  
  He WOULD arrest Jacko, but only for a limited time to hope that he learns his lessons, but Viiris has witnessed multiple occasions in which people carefreely use sugar for various of recipes. Which makes him somewhat insecure about his own judgments, but that does not make him any less repulsed by it.
  
  He'd resume to keep his eyes on Jacko in case a negative response is given (overreaction). This, simply because he neither knows what sugar truly does as he hasn't tried it, himself.

  In the past, they considered sugar a(n) (addictive) drug to be wary of. So he considers it illegal as a guard and is very wary of it and repulsive by it. Hahahah
