I like to imagine its because he felt so strongly about water that the forces that be were like, "Ah, you have a strong connection to water. Good, that shall be the element you harness."
Completely missing that he just has so much hatred for the element that he probably goes out of his way to avoid sweating just so water doesn't touch him.
