The facts are all true, to some extent. 

Paiko can't help that all of Avangard is made of shiny* metal bits. It's probably safe to say Paiko isn't too welcome on some of those Avangard ships... even if he can't read the poster, the fact that his face is on a poster in the first place is enough to keep him far away. 

Scap did break a blender ("But I bought a new one for the Guild-"), and he may have worn stolen merchandise ("That was Lusabeth, and we paid for it already-!"), and he posed as waitstaff at a formal event ("I WAS INVITED, okay? I just didn't want to sit around."). Tsk tsk, quite a track record, Scappy. Looks like you also have a fan. ("IT'S NOT-")

Telerand's poster is probably one that was circulated around Rystalan shortly after he caused a mini dimensional commotion. It's been several years. Who knows if Argo was still heading the search? He was doing quite a terrible job at finding Telerand. Navi probably had a hand in feeding the authorities misleading information.

*Sure, Lyra was shiny too, but he was on a quest to find those shiny crystals, and therefore put his shiny detection skills to good use.
