While not a jail cell per-say, a kennel would certainly suffice in that description.
There are many tools that a parent — or Owner, in Orwellian vernacular — may use to disipline their child. A child's upbringing is one of the most important facets of society; after all, there is no such thing as a bad dog, only a bad Owner. If Luis grew up to be a bad dog, that could only reflect badly upon Charlie, Luis' father. Charlie's parenting style was that of an authoritarian, who believed in the use of negative reinforcement, where it was applicable. A puppy ought to be kennel-trained if they are disobedient, muzzled if they bite, and leashed if they stray.
For a puppy like Luis, the time for disipline seemed... all of the time.
It just didn't make sense to Charlie: despite beating it into his skull over and over again, the darned pup couldn't seem to understand his one simple rule: Respect.
Maybe he would understand someday, when he's older...
