The only thing I have with the skirt is the insane impractability of it. I mean, flight. Skirt. No. I like the flowiness it gives her, though. Gives her a different look, like you said. I've got a few dozen small Supergirl sketches of random costumes, and maybe something like a longer tunic with leggings? She's got this old costume from the 'choose Supergirl's new look!' period that was like a cute 70's minidress, maybe that with pants under it.
